To tweak a rule to match a shipment/ Stop order's going into ignored, check which rule the shipment didn't follow, 


Navigate over to Setting - Shipping Rules and then choose the rule you wish to change/ find which one ignored your shipping order.

When you have found which rule has caused the issue you can click on the rule's dropdown and click Edit


When inside go to section 2, edit formula and change the condition to fit the shipping order you need.

When done scroll to the bottom and save the new conditions.

After this you should be good to go, retry your shipping and try again.
