If you need to raise a ticket with NetSuite support, you will need to go to the SuiteAnswers page within NetSuite (Linked Below), then click on "Contact Support" and then click on "Create a Support Case".



For Shiptheory related issues, the "Feature the issue relates to" would be "SuiteScript, SuiteTalk and SSO" > Legacy Features.
